Let’s see what the ‘developers friendly’ Mohd Yusop Alwi of Jabatan Bangunan will do to help.
It’s amazing how Platinum Victory Sdn Bhd continues to blatantly defy DBKL’s building regulations and guidelines even though the company had been issued a Stop Work Order before . Something is definitely amiss and it begs for a clear explanation as to why this developer is so bold and has the audacity to do what it does!
Platinum Victory Sdn Bhd was issued the first Stop Work Order by DBKL on 19 October 2008. However, four days later on 23 October the Stop Work Order was unilaterally lifted by En Mohd Yusop Alwi, the Pengarah of Jabatan Bangunan, under questionable circumstances.
Here’s how En Mohd Yusop Alwi’s single-handed actions had defied all logic. Apparently before the lifting of the first Stop Work Order on 23 October, En Mohd Yusop Alwi saw it fit to have a meeting with Platinum Victory and its architect, the so-called Residents Associations but without the presence of the complainant and I being called.
It seemed the presidents of the so-called Residents Associations had agreed to allow Platinum Victory to work until 11 p.m. and this decision was made without any meeting with the residents themselves. As it happened no one seemed to know about the lifting of the Stop Work Order for a few days until I lodged a complaint with the Datuk Bandar’s office that Platinum Victory was still carrying out construction work despite the Stop Work Order. A day later the Datuk Bandar’s office informed me that it was lifted by En Mohd Yusop Alwi. I protested that I was the person who made the official complaint on behalf of the residents and we were not called for the meeting on 23 October. What was also strange was that the Residents Association never lodged any complaint and they were called for the meeting. This was most unacceptable and I further lodged complaints with YAB Tan Sri Mohd Sidek Hassan, Ketua Setiausaha Negara; Datuk Bandar and the Minister of Wilayah Persekutuan on the suspicious manner with which the Stop Work Order dated 19 October was lifted.
Back to the issue at hand.
On 5 November 2008 I received several complaints that Platinum Victory had started to violate the working hours again by working after 6 p.m. till late at night. I immediately lodged a complaint with the office of Datuk Bandar and Datuk Bandar immediately caused an investigation to be done. When it was confirmed by the DBKL Manager for Wangsa Maju that Platinum Victory was working at 8 p.m. at its Danau Kota worksite, Datuk Bandar’s office then instructed En Mohd Yusop Alwi to issue Stop Work Orders on all of Platinum Victory’s worksites on the night of 5 November.
But here was where a funny thing happened.
En Mohd Yusop Alwi chose only to issue a Stop Work Order for the worksite at Taman Melati Utama. A further complaint was lodged with Datuk Bandar’s Office and it was only after my second complaint that En Mohd Yusop Alwi only then proceeded to issue another Stop Work Order for the Platinum Victory’s Danau Kota worksite.
Man, here was some strange game being played here. What gives?
Given all this shenanigan, I am beginning to wonder what had the “Flying Squads” of Jabatan Bagunan being doing all this while when they were supposed to be working round the clock? I am sure that these so-called Flying Squads must have had been receiving complaints many hundreds of time and yet they were unable to find out that Platinum Victory had been violating the working hours. In fact, it is an open secret that many developers in KL are violating the working hours and some have also worked round the clock with impunity. Why is this happening and what are the forces at play here?
Wouldn’t it be more appropriate then to name the Flying Squads as the “Sleeping Squads?”
I am also wondering what YAB Tan Sri Mohd Sidek Hassan, Ketua Setiausaha Negara and co-chairman of Pemudah, is going to do about the “Developers Friendly” attitude of Jabatan Bangunan.
It is such attitude of the DBKL officers that have made the public lose confidence in DBKL and the government. And it would help for DBKL to remember that they should be ‘Rakyat Friendly’ for there are far more rakyat than developers.
